OWNER
Jeff is an accomplished Environmental Manager and Senior Ecologist with a wealth of experience in wetland ecology, land management, arboriculture, and wildlife. Jeff is an expert in wetland monitoring and compliance, environmental assessments, environmental resource permitting, and listed species surveys. He is highly skilled in conducting various tasks, such as nuisance species control, wetland mitigation planning, wildlife relocation, and environmental assessments from initial surveys through permitting, construction, monitoring, reporting, and agency compliance.

Jeff is renowned for his work as Lead Scientist managing a 1,650-acre wetland mitigation bank in Dade City, Florida. In this role, Jeff designs and executes land management methods to create, enhance, and preserve forested, herbaceous, and open water wetland systems. Jeff's modern scientific methods include herbicide treatment in aquatic and natural areas, control burning, selective physical and mechanical removal of nuisance exotic trees via cut and stump treatments, roller chopping, selective agriculture grazing, and physical labor removal. Jeff also conducts replanting using native species within enhanced and created wetlands, with over 1.1 million cypress trees, holly's, pop ash, and other appropriate wetland trees planted in the forested wetlands to date. Additionally, over 900,000 planted native species of herbaceous wetland plants and over 750,000 upland grass plugs, shrubs, and supplemental trees have been planted in adjacent uplands. Jeff is also a registered Professional Mangrove Trimmer (PMT) through the Florida Department of Environmental Protections web portal and has 14 years of professional experience in mangrove trimming.

Jeff's expertise extends to project management and arboriculture, where he has led teams in performing tree inventories for native species considered protected through each municipality, designed mitigation plans, and developed landscape planning. Jeff has also excavated and relocated hundreds of gopher tortoises and gopher tortoise burrow commensals to on-site and off-site recipient sites as a Florida Fish and Wildlife Conservation Commission (FWC) Authorized Gopher Tortoise Agent.

Jeff has conducted general and species-specific listed species surveys and obtained U.S. Fish and Wildlife Service (FWS) and FWC listed species permits for many transmission lines and substation projects throughout Florida. Specifically, he conducted bald eagle nest monitoring and surveys for Florida scrub-jay, bald eagle, southeastern American kestrel, burrowing owl, red-cockaded woodpecker, crested caracara, gopher tortoise, sand skink, and listed plant species. Jeff's bald eagle nest monitoring was conducted in accordance with the FWC Bald Eagle Management Plan (2008) and the FWS Bald Eagle Monitoring Guidelines.

Jeff has also led projects working with private landowners to permit, survey, and harvest alligators, hatchlings, and eggs from a 3,000-acre land track. Surveys were conducted to develop a baseline population and establish a sustainable harvest quota for landowners to profit from the resource. Furthermore, Jeff has conducted fieldwork and served as the lead ecologist on Submerged Aquatic Vegetation (SAV) study areas in the Florida Panhandle, Pasco, and Pinellas County.

Finally, Jeff is an accomplished Ecologist and has monitored and photo-documented osprey nests on cell towers and transmission line structures throughout Florida to determine nest occupancy before maintenance could be undertaken. Jeff has also surveyed Florida scrub-jay habitat and monitored active sites in Volusia County.
